The Justifier (1993)
This game pack “Lethal Enforcers with the Justifier” for the Sega Mega-CD is a light gun shooter bundle released in 1993. The pack included the game disc for Lethal Enforcers, a first-person arcade shooter with a digitized, photo-realistic aesthetic, along with the Justifier light gun peripheral.

The Justifier is a light gun peripheral developed by Konami for the Sega Mega Drive/ Mega CD, as well as the Super NES and PlayStation. It was created specifically for the home console ports of the arcade game Lethal Enforcers. The gun itself is modelled after a revolver, similar to the light guns used in the arcade version, and was designed to provide a more accurate and authentic arcade experience than Sega’s own first-party light gun, the Menacer.
The Justifier operates by using a photosensitive diode to detect the refresh rate of a CRT television’s scan lines, which allows the console to determine where on the screen the gun is being aimed. This method of detection makes it incompatible with modern LCD and LED screens. The Justifier also had the unique feature of allowing a second player to plug a pink-colored Justifier directly into the main blue gun for cooperative gameplay. While the Justifier was a key accessory for Konami’s Lethal Enforcers titles on the Mega Drive, it had limited compatibility with other light gun games, many of which required the Sega Menacer instead.
Unfortunately this is very sun-faded and does not include the game, will have to look to complete then upgrade when I can.
